If a social decision has to be made regarding a number of independent issues, then it makes a crucial difference if the issues are voted on singly or jointly. It is shown that the platform that takes on each issue the least preferred alternative may be Pareto superior, . preferred by every voter, to the platform which takes the most popular alternative on each issue. In the first part of this paper, we prove the conjecture that the paradox probability tends to unity as n → ∞ for all m(m ≧ 3): however, this limit is seen to be attained very slowly when m is small.
