I recommend "Right and Reason" if you want a relatively modern synthesis of Thomistic Catholic theological ethics, moving beyond the manualist tradition to a more positive vision of the moral life. Nevertheless, this book gives the basics very well and may whet the reader's appetite for the works of more contemporary Thomist virtue ethicists like Alasdair MacIntyre.
