By the act of 1834, the poor-law parishes, which are not, however, always identical with the ecclesiastical parishes, though they generally are, are grouped into unions for the support of the poor. At the head of each union is placed a board of guardi- ans, composed partly of ex-offido members, partly of members elected by the people possessing the local suffrage in the parishes.
