Lucia is one of the Gamemakers who worked on the 74th Hunger Games. She is never mentioned in the book, but appears in the movie. She is first seen announcing that all of the tributes are in their tubes, and is then seen later as she creates the wolf muttations that chase after Katniss Everdeen, Peeta Mellark, Thresh (in the film) and Cato. Lucia has dark skin, short brown hair and brown eyes. Like the other Gamemakers, she is seen wearing a white uniform.

The tone was a bit incindiary for my taste, but the optimistic outlook and concrete takeaways more than compensate.
