Sir George Toulmin (17 March 1857 – 21 January 1923) was an English journalist, newspaper proprietor and Liberal Party politician. George Toulmin was born in Bolton, Lancashire, the son of Councillor George Toulmin JP of Preston. He was educated at the Grammar School in Preston. In 1882 he married Mary Elizabeth Edelston from Preston, the daughter of a local Alderman; they had two sons and two daughters. In religion Toulmin was a Wesleyan.
Stephen Edelston Toulmin (/ˈtuːlmɪn/; 25 March 1922 – 4 December 2009) was a British philosopher, author, and educator. Influenced by Ludwig Wittgenstein, Toulmin devoted his works to the analysis of moral reasoning. Throughout his writings, he sought to develop practical arguments which can be used effectively in evaluating the ethics behind moral issues. His works were later found useful in the field of rhetoric for analyzing rhetorical arguments.
Toulmin published Uses of Argument in 1958. Philosophers in England were critical of the book as they were more interested in the study of formal logic; so, at the time, the book was received poorly in England. However, it was well received in the United States within the departments of Speech and English, or at Schools of Law, because of its application to practical reasoning.

I am not a philosophy or rhetoric major so maybe this kind of writing is more common in those fields but this is extremely difficult to understand. The writer talks in circles, claiming to elucidate things and elucidates absolutely nothing. He asks questions and never gives answers, and can’t even stay on his own topic.
