National minorities represent the most serious challenge. There are many states that have been created through secession from another state, for example, Ireland, Norway, and Finland. The collapse of multinational empires such as the Austro-Hungarian, Ottoman, and Soviet empires left many nation-states in their wake. The collapse of the former Republic of Yugoslavia in 1991 led to the creation of five new states.
