State tax systems are in trouble.

In Local Tax Policy, David Brunori explores the roots of the current fiscal crisis, evaluates various relief proposals, and champions the property tax, offering a blueprint for strengthening this oft-maligned instrument. Local governments are struggling to raise revenue for public services, but their fiscal autonomy has been declining for decades. And by ceding financial control to the states, localities have ceded political control over their affairs. In tandem, local governments are losing control over property tax, their most stable and reliable source of revenue.

The Tax Policy Center's. A citizen’s guide to the fascinating (though often complex) elements of the US tax system. Tax Policy Center Briefing Book.

Brunori, a journalist and lawyer who specializes in tax and government issues, examines how local governments are financed, with an eye toward their current and future responsibilities within the American federal system. Arguing that "The existence of local government that Americans are familiar with will be in jeopardy without a significant change in the way local government is financed," he examines the theory, operation, and politics of the local tax system, and demonstrates why it is necessary to revitalize the property tax to support local governments. This book is excellent if you want to learn more about local government finance and why local governments are becoming less and less efficient. I found it very informative and reflective of reality - I work for a local government in its finance department. If you're a teacher who wants to choose a book about local government finances, I highly recommend this book.

This book lays out the debates and principles of local government finance in a really clear way. You'll be able to vote and discuss politics ten times better after reading this book. I'm a student, and I was even able to talk to Brunori on the phone for a video I made. He's a good writer.
